Free the Wiki Extension - Access Wikipedia
This browser extension can bypass the block of some countries with a VPN, such as Turkey, and redirect all Wikipedia links to 0wikipedia.org. You don't need to change your browser settings to get this to work.
As it turns out, 0.0 links are not banned in Turkey. This is because Turkey is in Europe and the 0.0 links are actually banned in Europe. That's why this extension can actually help people living in Europe. So even if you are in Turkey and use this extension, you won't have any issues with the ban. It should also work in other countries as long as they don't ban 0.0 links. I can't confirm if it works for other countries, you will have to try it.
